Preheat oven to 350F. Oil a 9x5 inch loaf pan and set aside.
In a medium sized bowl combine 1 1/2 cups of flour, baking soda, salt, cinnamon, and quinoa. Whisk until all ingredients are evenly dispersed.
In a cup, combine chia seeds and water. Let sit for 3-5 minutes until gelled.
In a separate bowl, combine coconut oil, apple sauce, vanilla, 3/4 cup sugar, and milk. Whisk to combine.
Add chia seed gel to wet ingredients and stir to combine.
Pour wet ingredients into dry ingredients and stir until just combined. Fold apple into batter.
Pour batter into loaf pan and transfer to oven. Bake for 40 minutes.
In a small bowl combine butter, molasses, oats, and remaining flour and sugar until a crumbly mixture forms.
Remove loaf from oven, add crumbled topping, and return to oven.
Bake for an additional 15 minutes or until a toothpick inserted in the center comes out clean.
