Preheat oven to 425 F. Line baking sheet with aluminum foil and set aside.
Roll pizza dough out to 9 inches, using flour as needed, and transfer to baking sheet. Softly press fingertips into dough to make small divots. Brush dough with olive oil. Transfer baking sheet to oven and bake for 10 minutes.
Meanwhile, in a food processor combine black beans, cilantro, lime juice, and salt. Transfer beans to a saucepan and cook down on low-medium heat for 10 minutes.
Remove baking pan from oven. Spread refried beans on pizza crust and top with red pepper flakes. Sprinkle pizza with cheese. Crack eggs directly onto pizza. Transfer pizza to oven and bake for an additional 7-10 minutes, until eggs are set.
Remove pizza from oven and transfer to serving board. Top with pico and garnish with extra chopped cilantro.
